Citizenship & Resident Return

Australian Citizenship by Conferral

Assess Australian citizenship by conferral with iExcel Group. Review lawful residence, overseas absences, New Zealand SCV arrangements, character and the pledge process.

Status
Citizenship; not a visa
General residence
Four years of lawful residence, including the final 12 months as a permanent resident or qualifying SCV holder
General absence limits
No more than 12 months in the preceding four years, including no more than 90 days in the final 12 months
New Zealand SCV holders
Considered permanent residents for citizenship purposes under the relevant rules—not a general conversion of SCV status to a permanent visa
Test
Most adult applicants; age and other exemptions apply
Citizenship takes effect
Usually after the required ceremony and pledge, not merely approval

Become an Australian citizen through the applicable conferral process—not a visa extension or PR travel renewal.

Important limitations

  • Four years since first arrival, or 12 months since PR grant, does not by itself establish citizenship eligibility. Lawful residence, absences and other criteria matter.
  • New Zealand SCV holders are treated as permanent residents for citizenship purposes under particular commencement-date rules. Do not apply that treatment to every visa or RRV question.
  • Approval does not ordinarily make you a citizen immediately: most applicants must first make the pledge. Do not assume an Australian passport is available while the application or ceremony is pending.
  • Eligibility, approval and timing depend on the applicable law and your circumstances. Booking does not lodge an application or guarantee an outcome.

Before you rely on this page

Check your actual travel facility before departing Australia. Citizenship approval is usually followed by a ceremony and pledge before citizenship takes effect. A pending citizenship or RRV application does not itself give you a new travel facility or an Australian passport.

Key requirements

  • Be an eligible permanent resident or a New Zealand citizen holding a qualifying Special Category visa when applying and at decision, subject to the applicable law.
  • Meet the general residence requirement or a relevant exception or special residence provision. For the general rule, assess the four-year lawful residence period and final 12-month permanent-residence/qualifying SCV period.
  • Meet the applicable absence limits: generally no more than 12 months abroad during the four years, including no more than 90 days in the final 12 months.
  • Meet identity requirements and, for applicants aged 18 or over, the good character requirement.
  • Meet relevant knowledge and basic English requirements where applicable. Test and other exemptions depend on age and circumstances.
  • Intend to live in Australia or maintain a close and continuing connection, and meet applicable location requirements. Most applicants must be in Australia when the application is decided.

What this allows

  • Become eligible to apply for an Australian passport after citizenship takes effect.
  • Have the rights and responsibilities of citizenship, including applicable voting obligations and access to certain citizen-restricted roles.
  • Eligible children born overseas may have a citizenship pathway under separate rules; this is not an automatic promise for every child.

Evidence to prepare

  • Identity and relevant birth, name-change and family records.
  • Visa, permanent residence or SCV history and accurate overseas movement records.
  • Relevant character disclosures and supporting records.
  • Evidence for any special residence provision or exemption relied on. These are application requirements, not prerequisites for booking.

How the process works

  1. Assess citizenship status, eligibility and the applicable residence framework.
  2. Review travel history and calculate residence and absences under the relevant rules.
  3. Prepare identity, residence, character and other supporting evidence and lodge the application.
  4. Attend an interview or citizenship test where required.
  5. After approval, complete the ceremony and pledge where required before relying on citizenship or applying for an Australian passport.

How we help

  • Assess eligibility, residence and absences, including relevant New Zealand SCV arrangements.
  • Review identity and character records, exemptions and supporting evidence.
  • Prepare the citizenship application and explain the relevant test, decision and pledge stages.
