One goal. Different pathways.

These are alternatives, not steps in a sequence. Temporary and provisional visas do not automatically convert to permanent residence. Any later pathway requires its own eligibility assessment and application.

General Skilled Migration (GSM)

  1. Permanent189 — Skilled Independent

Points-tested route requiring a SkillSelect invitation and the relevant visa criteria.

  2. Permanent190 — Skilled Nominated

State or territory nomination, invitation and visa eligibility are distinct requirements.

  3. Provisional491 — Skilled Work Regional

A regional provisional visa with state nomination or an eligible family-sponsorship route.

Possible later step, if eligible191 — Permanent Residence (Skilled Regional)

Only if the relevant regional visa-holding, compliance and other 191 requirements are met. A separate application is required.

Employer-sponsored pathways

  1. Temporary482 — Skills in Demand

Employer-sponsored work permission, not a permanent visa.

Possible later step, if eligible186 — Employer Nomination Scheme

A later 186 route depends on the applicable stream, employer nomination and applicant eligibility. It is not automatic. A separate application is required.

  2. Permanent186 — Employer Nomination Scheme

Permanent employer-nominated options, with different stream and applicant requirements.

  3. Provisional494 — Employer Sponsored Regional

Regional employer-sponsored provisional permission, subject to the relevant criteria.

Possible later step, if eligible191 — Permanent Residence (Skilled Regional)

A later 191 application requires the relevant visa-holding, compliance and other eligibility requirements to be satisfied. A separate application is required.

Same points, different profiles

These fictional profiles assume the same indicative Australian Government points-test score. Neither score has been calculated here. State ranking systems and nomination criteria are separate.

Illustrative examples only. Not clients and not outcome predictions.

80 points

Illustrative profile A

Employment
Relevant local employment to examine against the chosen stream.
Residence
An established residence history that may support a particular pathway.
Selection factors
Occupation and other attributes to compare with published priorities.

Illustrative profile B

Employment
Different employment circumstances, despite the same assumed points total.
Residence
No equivalent local residence history for that pathway; other options need assessment.
Selection factors
Different attributes and potentially different state or employer-sponsored options.

Four planning phases

Preparation milestones—not processing times or a promised invitation schedule. Future criteria can change. If your visa is expiring soon, seek advice promptly rather than waiting for a later phase.

  1. Phase 1Assess

Review your current visa, expiry, occupation, qualifications, work history, English and relevant family circumstances.

  2. Phase 2Prepare

Identify any skills assessment, employment, residence or evidence requirements that may take time to satisfy.

  3. Phase 3Review

Recheck the current program, points claims, EOI or ROI, employer options and backup possibilities as circumstances change.

  4. Phase 4Apply

Follow the correct pathway’s process, confirm eligibility and evidence, and meet the actual invitation or application deadline.

What a planning consultation looks at
Your profile and indicative points
Consider age, qualifications, recognised English results, eligible employment and partner circumstances. Points claims need supporting evidence; a minimum score is not an invitation promise.
Occupation and skills assessment
Identify the relevant occupation and assessing authority, and how qualifications and work experience relate to that authority’s requirements. A 485 assessment is not necessarily suitable for a later skilled visa.
Nomination, employment and location
Compare relevant state streams, nomination ranking, genuine employment and relocation implications. Do not make a major move on the assumption that future rules or invitations are assured.
Visa expiry and realistic alternatives
Consider remaining lawful stay and whether any suitable alternatives exist. An EOI, ROI or consultation booking is not a visa application and does not itself extend a visa.
Consultation versus ongoing work
An initial discussion and ongoing case management are different engagements. Written reports, continuous monitoring, EOI updates, skills assessment work, nomination and visa applications are not represented here as automatic consultation inclusions. Any further work and its scope must be agreed separately.

State and territory nomination

Six states. Two mainland territories. Different nomination requirements. Select a jurisdiction to compare what needs to be assessed—not to receive an eligibility result.

New South Wales

Source checked 17 October 2026 · not live availability

Distinguish the invitation-based 190 process from the separate regional 491 pathways.

Program note

The 491 source carries a closure notice and earlier program-year material. Its listed pathways are not confirmation that applications are open now. Recheck the current year and pathway before acting.

What an assessment considers here

  • For 190, check both the visa occupation list and the NSW Skills List at ANZSCO unit-group level, together with the applicable residence or employment criteria.
  • NSW selects 190 EOIs; meeting the basic criteria does not let you apply directly or guarantee an invitation.
  • The published 491 framework distinguishes regional-employer, invitation and regional-graduate pathways. Check the availability and requirements of the particular pathway.
How the process works in NSW

For 190, establish visa and NSW eligibility, maintain accurate SkillSelect EOI claims and apply for NSW nomination only if invited. Do not carry that process across every 491 pathway: some have direct-application arrangements when available.

Employer-sponsored migration planning

482, 186 and 494 serve different purposes. Assess the employment opportunity, employer support and longer-term options alongside any viable GSM pathway—not as a guaranteed sequence.

Temporary

482Skills in Demand

Sponsored employment now, with longer-term options assessed separately.

Planning focus
Review the sponsor, nominated role, relevant stream, skills, experience, English and employment terms. Check the actual visa conditions before changing employment arrangements.
PR outlook
A potential 186 route depends on employer nomination and the applicable stream requirements. A 482 visa does not automatically become permanent residence.
Permanent

186Employer Nomination Scheme

Permanent employer-nominated migration, not a points-tested GSM invitation.

Planning focus
Compare Temporary Residence Transition, Direct Entry or an applicable labour agreement against the relevant nomination, work history, skills, age, English and exemption requirements.
PR outlook
Assess the employer’s support and the applicant’s eligibility separately. Holding a 482 is not, by itself, enough to qualify for 186.
Provisional

494Employer Sponsored Regional

Regional sponsored employment with its own obligations and PR planning considerations.

Planning focus
Assess employer nomination, occupation, skills, experience, English and designated regional work and living requirements—not just whether a job is available.
PR outlook
Any later 191 option needs a separate assessment and application, including relevant visa-holding and compliance requirements. It is not an automatic conversion.

Two pathways, considered together

On a 482? GSM may still be worth assessing.

Employer-sponsored and GSM planning can run in parallel where eligible. This is an illustrative scenario, not a recommendation for every 482 holder.

Sponsored employment

Comply with your existing 482 conditions while assessing employer support and any potential 186 route against its own nomination and visa requirements.

189 / 190 planning

Assess the occupation, suitable skills assessment, English and supported points claims. Prepare or update an EOI where appropriate. A 190 pathway also needs state or territory nomination.

Planning is not permission to apply. An EOI does not extend your visa or provide a bridging visa, and an invitation is not guaranteed. Check eligibility and the ability to make a valid application separately. Do not assume this 482 example applies to 491 or 494 holders: regional obligations and restrictions on other visa applications need a separate assessment.
